Will there be any commercial opportunities arising for winners of Stage 2 or Stage 3?

Not necessarily. Some past winners have used their ranking and solution to advertise on their own. NIST will often times invite the winners to conferences as they become available but, again, there is nothing designated for this UAS challenge.
