What is weighting of AI and Cyber risk in Phase 1 versus base communication from sensors to incident command through drones?

Please read the rules, specifically the evaluation criteria, and other resources available on the competition website. We are looking for concepts and ideas from all components that reside or may reside on a UAS and what risks they may impose to the drone operator. There has been little definition for public safety agencies or operators on steps to protect themselves from cyber and AI risks, so we would like your help in identifying what those risks are from the standpoint of your expertise.
